The 8th  Public University in Uganda was created by Statutory Instrument 2015 No. 35 dated 8th July, 2015. Lira University had however existed as Lira University College (A Constituent College of Gulu University) for a period of five years.

The new Public University is located 12 kilometers west of Lira City and 326 kilometers from Kampala City, the Capital of Uganda. Lira University with its Vision: “A Beacon Center of Applied Sciences and Technology” is on a quiet environment with lots of natural features and total acreage of 621 or 251.2 hectares.

Among the major Objectives of Lira University are: –
1. To be the standard of excellence and innovation for societal transformation,
2. To be a leader in integrating Scholarship and practice,
3. To engage staff and students in creative and rewarding leaving so as to enhance economic and societal development in Uganda and beyond and to assist local communities to build their capacity for Social-economic enhancement.

Lira University is mandated among others to provide instructions to all those admitted to the University and make provision for the advancement, transmission and preservation of knowledge, and to stimulate Intellectual life in Uganda, to undertake the development and sustenance of Research and publication and to disseminate knowledge and give opportunity of acquiring higher education to all persons, including persons with disabilities, wishing to do so regardless of pace, political, opinion, colour creed and sex.

Looking at both the objectives and functions Lira University must exist with the global partnership. We therefore open our hands for cooperation in those sectors outlined in our objectives and functions.

Duties and responsibilities of the Office of the University Secretary

  • The University Secretary oversees all administrative functions of the institution and ensures that daily operations run smoothly and efficiently.
  • They prepare Council meeting agendas, take minutes, coordinate meetings, and ensure all Council decisions are communicated and implemented across the university.
  • Responsible for turning University Council resolutions, policies, and statutes into actual actions by coordinating with various departments.
  • Oversees recruitment, appointments, promotions, disciplinary matters, and welfare of non-academic staff, ensuring compliance with public service standards.
  • Supervises and manages units such as Estates & Works, Transport, Security, and Central Registry to ensure effective service delivery across the university.
  • Ensures the university operates within legal frameworks, follows government regulations, and adheres to institutional policies and national higher education laws.
  • Oversees proper record keeping, filing systems, archives, and official documentation to support transparent and efficient information flow.
  • Organizes and provides secretarial support to key committees—such as Appointments Board, Audit Committee, and Disciplinary Committees—and ensures follow-up on their resolutions.
  • Works with legal departments to ensure contracts, agreements, and MOUs meet legal requirements and that the university mitigates risks and liabilities.
  • Oversees the allocation, maintenance, and utilization of university infrastructure, ensuring assets are safeguarded and facilities are functional.
  • Contributes to designing and implementing the university’s strategic plan and ensures administrative units align their activities with institutional goals.
  • Acts as the main point of contact with Ministries of Education, Public Service, Finance, NCHE, and the Auditor General to ensure compliance and reporting.
  • Handles disciplinary procedures for administrative staff and ensures welfare programs, grievance handling, and staff-support structures are functioning.
  • Coordinates communication between Council, management, staff, and external stakeholders and handles official announcements on administrative issues.
  • Provides leadership, mentorship, and capacity-building opportunities to improve performance and professionalism within administrative units.
