This Office supports the Vice Chancellor in executing his duties and, in that capacity, oversees the financial and administrative functions of the University. We are mandated to provide strategic leadership and planning that advance the University’s mission and development agenda. Our responsibilities include the management of the University’s finances, budgeting processes, resource mobilisation, human resources, quality assurance, and facilities management.

Duties & Responsibilities of the Office of the DVC Finance

  1. Financial Leadership and Oversight. Provides strategic leadership for the university’s financial planning and management. Oversees budgeting processes, financial forecasting, and resource allocation and ensures adherence to government financial regulations, Auditor General standards, and internal financial policies.
  2. Budget Preparation and Management. Coordinates development of the university’s annual budget, reviews and approves budget proposals from units, faculties, and directorates and monitors expenditure across departments to ensure budget compliance.
  3. Revenue Generation & Resource Mobilization. Leads initiatives to diversify revenue sources (grants, partnerships, investments). Oversees management of income-generating units and commercial ventures and supports strategies to increase efficiency and reduce wastage.
  4. Financial Accountability and Compliance. Ensures compliance with: Public Finance Management Act (PFMA), Internal financial controls, Audit requirements, ensures transparency and accountability in all financial transactions and coordinates internal and external audits.
  5. Procurement Oversight. Ensures procurement processes follow the PPDA Act and university policies. Oversees tendering, contract management, and supplier evaluations and promotes value for money and ethical procurement practices.
  6. Human Resource and Administrative Management. Oversees university administrative operations, including:- HR planning and staffing, Staff welfare, performance management, and promotions, Disciplinary procedures for administrative staff and ensures efficient management of non-academic staff.
  7. Infrastructure Development and Asset Management. Oversees construction projects, renovations, and maintenance of facilities. Ensures proper management of university assets, inventory, and properties and guides development of master plans for infrastructure.
  8. Governance and Committee Leadership. Serves on university governing bodies such as: Council, Finance & Planning Committee, Contracts Committee and provides financial reports to Council, Senate, and government bodies.
  9. Risk Management and Internal Controls. Establishes frameworks for financial risk identification and mitigation, Strengthens internal audit and compliance units and ensures effective fraud prevention measures.
