Dean of Students On behalf of the Department of the Dean of Students, I take the pleasure to welcome you to Lira University. It is a great honour to us that you pick interest in this young university which is growing very fast. The University started in 2012 with only 60 students as a University college of Gulu university, but has grown to a population of about 3,000 students drawn from across the country(Uganda). The students and staff population therefore reflects the cultural diversity of a global nature which I hoped will help provide a good environment for learning. The department of the Dean of Students is committed to making learners living at Lira University, comfortable, enjoyable and memorable through the provision of a range of students’ friendly services. It’s our grounded believe that an educated mind in an unfit body and a corrupted heart cannot spur progress and development that we need for survival in the modern era. To achieve this end we adopted a holistic approach which integrate academic and non-academic development and progress of our learners. To that end the department seek to provide a range of services whichinclude; Students’ governance and Leadership:The department working hand in hand with the students guild ensures that the leadership talents and skills of students are tapped, developed and exploited first in management of the university through regular elections it is expected that students will develop and cherished the values of democracy and good governance. This is meant to develop future leaders for our country. Housing, accommodation and residency:Lira University is a non-resident university. The department of the dean of students through the warden works hand in hand with private proprietors to ensure decent accommodation for students. We ensure the basic facilities like water and electricity are provided. We strongly advise our students from seeking accommodation in places which are not recommended by the university college. Students are advised to note that the environment in which they live has a bearing on their safety and academic performance. Health and wellness services:The University strive to ensure the physical, and psychosocial wellbeing of students. First aids services and treatment of simple ailments shall be handle at the college health unit. However, complicated cases shall be referred at the student’s own cost. In cases of emergency and accidents the university ambulance shall always be put to use as and when required. It is also mandatory that every new students undergo a comprehensive medical examination conducted by medical team appointed by the university. Testing for HIV aids and Hepatitis is inclusive but optional , where a student opt to test for HIV/AIDS the result shall not be disclosed to the university under any circumstance. The department shall periodically organize for group and individual counseling of students on topical issues like Hepatitis, HIV, reproductive health, relationships and substance abuse. We strongly believe that this shall help students in making healthy lifestyle choices in relation to nutrition, alcohol, safer sex, relationships and stress management amongst others, in support of academic success. Please take the opportunity and benefit from such occasions. Recreation and sporting activities:The department is committed to providing a range of games and sporting facilities to students.Sports facilities in the following areas: football, netball, lawn tennis, basketball, Volley ball, rugby, volleyball, athletics and a variety of indoor games are being developed. This is meant to ensure that our students participate in all National, Regional and International Sporting events. We also do acknowledge the limitations in this area however we encourage students to participate in the games and sports activities to keep physically healthy despite the inadequacies at the moment. We also request you to use the few equipment and limited facilities with care as we look towards improving them.Once again I would like to thank you for choosing Lira University, as the place to pursue your studies.Am quite aware you will face a number of challenges in your course of study in Lira University. Supervision of Student Affairs Units. Provides leadership to departments such as counseling, games and sports, accommodation, chaplaincy, and student guild to ensure smooth and effective service delivery. 4. Guidance of Student Leadership. Advises the student guild, clubs, and associations, supervises guild elections, and equips student leaders with leadership and governance skills. 5. Coordination of Student Activities. Organizes and manages student-focused programs such as orientation, sports events, cultural activities, and co-curricular engagements to enhance student development. 6. Management of Student Accommodation. Oversees hostel allocations, monitors living conditions, and ensures that student residential facilities meet safety and hygiene standards. 7. Crisis and Emergency Response. Handles emergencies affecting students and coordinates with health, security, and administrative units to ensure timely response and student safety. 8. Maintenance of Student Records. Keeps accurate and confidential records on student welfare, disciplinary matters, and activities, and prepares reports for management and council. 9. Policy Development and Implementation. Participates in drafting and reviewing policies related to student affairs and ensures their effective implementation across the university. 10. Promotion of Student Success and Retention. Develops programs that support students academically, socially, and emotionally to improve performance and reduce dropout rates.
